The Midland Group is owned and controlled by the Independence Charitable Trust, a 501(c)3 foundation whose mission is to provide grants to charitable organizations in any state. Equal access to healthcare services is one of the principles of social justice that established The Midland Group in 1989. Midland serves the poor and disadvantaged through our eligibility services to hospitals, but also through our outreach to community clinics, shelters, reservations, social service agencies, and other avenues that assist people in need. Midland’s commitment to serving people extends beyond securing eligibility for Medicaid. We assist each new Medicaid recipient with applications for other benefits they’re entitled to receive i.e., food stamps, cash assistance, housing, etc. Midland’s charitable mission and non-profit roots make partnerships with non-profit hospitals a good fit. We are both dedicated to meeting the needs of the poor and disadvantaged. Each month, Midland makes a significant monetary donation to the Independence Charitable Trust.

Our commitment to our partner hospitals.
Our commitment extends beyond the daily operations of an eligibility vendor to advocate for the rights of hospitals at the state level. As an example, during the last quarter of 2008 and the first half of 2009, it became apparent that the agency in a particular state where Midland has multiple customers was slowing the Medicaid application process. Regulations of that state require standard Medicaid applications be processed within 45 days and disability-related Medicaid applications within 90 days. The excessive delays we were experiencing also significantly delayed payment to our client hospitals. The delay was intentional by the agency and was a result of increased numbers of applications and constraints on state funds, all due to the poor economy. After several requests by Midland to correct the situation, it became apparent that formal action was needed. Midland took the following steps to ensure that the agency processed Medicaid applications of Midland client hospitals according to the regulations: We enlisted the assistance of the state's hospital association, who contacted other hospitals in the state to verify that this problem was not isolated to Midland hospitals. It was confirmed that the processing delays were systemic and all hospitals in the eastern half of the state were affected. Overwhelming evidence was presented by the hospital association to the administrator of the state agency with a request that the agency take steps to immediately remedy the problem. At the same time, Midland engaged a private law firm to appeal specific cases where the delays were especially egregious. Midland also used the resources of our non-profit law firm, Disability Professionals, to file administrative appeals on the timely processing issue. The law firm also trained and supervised Midland staff to file appeals. Midland filed over 50 appeals of which 90 percent were successfully resolved. Midland’s advocacy efforts have paid off for our customers. To avoid further appeals, the state agency established special communication protocols with Midland staff to resolve timeliness issues. While timely processing issues have not been resolved completely, the overall flow of Midland Medicaid applications has been restored and with it, Medicaid payments to Midland-operated facilities.

Value-added services.
Our value-added services allow hospitals to maximize their vendor partnerships. When a hospital engages Midland, they have access to a full complement of revenue cycle services, many provided at no cost. Some of these include:

Medicaid billing. Midland provides billing and follow up of Medicaid accounts (including out-of-state accounts) that were obtained as a result of our advocacy at no cost to the hospital.

Extended advocacy through disability appeals. Midland provides the resources of our sister company, Disability Professionals, a non-profit law firm, to all hospitals that engage our eligibility services for disability appeals up to and including federal appeals. Appeals ensure maximum eligibility of disabled patients.

We are a dedicated partner that helps solve common challenges that arise in our hospitals. Midland’s goal is to fit within the processes that are unique to each facility and sometimes that means filling multiple roles. Midland never takes a cookie cutter approach with our customers and our staff often assume other duties such as financial counseling, point-of-service collection, and charity application processing at no charge. Or we can just “fill in” based on hospital needs.
